Ghana Water Ltd Turns GH¢3.06bn Loss into GH¢635m Profit

Ghana Water Limited (GWL) has recorded a major financial turnaround, moving from a GH¢3.06 billion loss in 2024 to a GH¢635.23 million profit in 2025, according to the 2025 State Ownership Report.

The performance represents a GH¢3.70 billion improvement in the company’s financial position within one year.

The turnaround comes under the leadership of Managing Director Hon. Adam Mutawakilu and forms part of a broader improvement recorded by several state-owned enterprises.

The report attributes the improved performance of state-owned companies to ongoing efforts to strengthen financial management, accountability and institutional efficiency under the government’s Reset Agenda.

As a key provider of potable water to households, businesses and institutions across Ghana, GWL’s improved financial position is significant for the sustainability of water service delivery.

The report also recorded strong recoveries by other state-owned enterprises, including the Ghana Cocoa Board, Tema Oil Refinery and the Volta River Authority.

For Ghana Water Limited, the key challenge will now be to sustain the gains, strengthen operational efficiency and channel improved financial performance into infrastructure development and more reliable water supply.

The movement from a GH¢3.06 billion loss to a GH¢635.23 million profit marks one of the most notable financial turnarounds recorded among the state-owned enterprises featured in the 2025 report.
